So I believe I figured out my particular issue. My new scanner safes the files as *.PDF (capital letters) and apparently the DPS website only accepts *.pdf (lower case). I saved the file with lower case 'pdf' and it submitted just fine.
(I only thought to try this because I test software as part of my 9-5 job and have seen crazier things).

I also notified DPS of the potential issue.

Anyway... all good now.

Well... seems like I'm having a problem attaching files this evening. Anyone else having a problem today?

I had the same problem earlier this week. I just figured it was something with the website... waited a couple of hours and tried again (using the same file name) and it worked.
