NBD - I wasn't totally sure of what the plan entailed until hearing Teddy Cruz discuss it a few times. Basically the government's "permission" to operate and spend money expires this year, and congress usually rubber stamps a new resolution to allow the governments operations to be funded. What Cruz is trying to do is get a filibuster majority to only pass a resolution which would fund ALL of the government's operations except any funds earmarked for Obamacare. Newt did something similiar in the 90s to -Clinton. But...it can work...if it they refuse to pass the funding the govt, NON-ESSENTIAL services and offices will be forced to close...just like any other weekend. People will still get their SSI/welfare, and what not...though the media will cry otherwise.
