I don’t see any of those 7 boxes in the reason for change/ update as fitting the situation that the OP mentioned regarding DL change. I think the fella will be wasting his money sending that in.

They would be changing their lawful presence. They are presently resident of another state, but since one cannot hold 2 state's driver's license, they need to change the Applicant Information box to the state and number of where their DL is issued, updating their legal ID requirement. Their current Texas ID, DL#, is no longer valid ID since it does not exist any longer.
