Does anyone in Law Enforcement really believe this? I sounds a lot like they are sending a message through the media to every crimal out there that Law Enforcment is there to help them victimize people.
And it appears that the situation is extremely complicated to those of this idealism that if someone, a civilian, sucessfully defends themselves, the investigation and paperwork is almost too much to endure for them.
