I'm a big fan of the Remington 700 series with a heavy barrel. You can get them in detachable magazine-fed configuration. The one I bought for my son (not detachable magazine fed, but still a 700 SPS Tactical) was capable of extremely tight groups right out of the box with a $250 or so Nikon scope.

I bought a Ruger (not-so) Precision Rifle last year (in .308); the groups had been erratic up until my last shoot, & it's topped with a Leupold $2k scope. I've read great reviews on the 6.5 Creedmore version, but mine seems consistent with what I've now read on the .308 version. At a round count of 225 rnds it's now getting close to what my son (at 14 years old at the time) could achieve with his Rem 700 right out of the box.
