Ok, ok. I think I get it now. My brain isn't working tonight. Texas will honor the Missouri permit, but Missouri does not honor the Texas CHL. If Missouri would honor our CHL then it would be a recipricol agreement, hence recirocity. Man the simple things continue to allude tonight. It's time to go...

Why not just delete the traveling portion of the law and say that if you are a law abiding citizen, who legally owns the firearm, yada, yada, you can carry it concealed in the vehicle? To simple?
