I understand that hb910 references premises and that it has nothing to do with grade schools.

This is text from SB11:

(a-1)AANotwithstanding Subsection (a), a license holder commits an offense if the license holder carries a partially or wholly visible handgun, regardless of whether the handgun is holstered, on or about the license holder’s person under the authority of Subchapter H, Chapter 411, Government Code, and1 intentionally or knowingly displays the handgun in plain view of
2 anotherperson:
3 (1)AA on the premises of an institution of higher
4 education or private or independent institution of higher
5 education;or
6 (2)AA on any public or private driveway, street,
7 sidewalkorwalkway,parkinglot,parkinggarage,orotherparking
8 area of an institution of higher education or private or
9 independentinstitutionofhighereducation.

SB11 only refers to institutions of higher education, whether public or private colleges. Anywhere on school grounds that aren't considered a premises or a school sponsored event,even events not held at the actual school,are not off limits for concealed OR open carry. However, it's probably ill-advised.A public street in front of a school is also not off limits. According to sb11, a public street on a college campus would be off limits to open carry though. :tiphat:
