I am sure Bedford has noise restrictions as well as time limits for this activity were I live very close to Bedford no noise before 8:00am and after 9 or 10:00pm I forget the correct time for sure but keep calling then in for excessive noise. If they keep it up call them in and insist they be fined for it every time the LEO have to come. Ask the LEO to remind them about noise time limits and restrictions.
The LEO will do what is within their legal realm to help you if that doesn't work go to Bedford city council meeting and complain demand they take action on the noisy law breakers!
