"they" = DPS IIRC, DPS laid down the law in my instructor class in 2013 that only DPS approved guest speakers could speak during the allotted class time, and then I inferred that DPS wasn't wanting any guest speakers any more. The instructor is to instruct, not bring in any other speakers...
