The conference committee report has been filed! Does anybody have any details?
That seems... fast. If they agreed on changes then it now has to pass the Senate and the House, correct? If that's so then the filibuster will kill it. Huffines ruined open carry for Texas. Others share some blame, but most of it can be laid squarely at his feet.
Oh there are plenty with blood on them from this fiasco. OC and campus carry could have been done weeks ago, look to see who decided to wait until the last minute to finally pick up a bill passed by the other chamber.

Given Charles' answer to someone's question about it being possible that both the Huffines and Dutton amendment being dumped, and since the conf committee is restricted to considering only conflicting language, I'm guessing they consider each whole amendment (not just the order of words in a single sentence) to be in conflict with each other, and therefore in their powers to drop them both, thus making the bills identical. They only need three votes from each chamber's conference committee members to pass or endorse or put forward the committee report. All in favor? six ayes, four nays, the report is filed.

The same senate that voted to put in an amendment to do exactly what the one removed in committee did, and then passed the bill with the amendment intact. ;-)

Governor Abbott tweeted earlier today that he thinks the Leg will get all the major legislative goals accomplished and therefore no need for a special session.
CORRECTION: I misremembered, it was Mark Wiggins of KVUE repeating what he heard the Gov say.

The only hope is the committee comes out with a bill both chambers will pass immediately. If the Huffine and Dutton amendments get sacrificed to do so, so be it.

PBR wrote:I'm probably wrong but my best feeling to get it passed is that the conference committee cannot come to an agreement thus giving the House a second vote on it and hopefully it passes then. Cause if Senate gets to vote on it again I'm sure Ellis, West and others will do whatever they can to bust it out.
Your plan kills the bill. See HarryCallahan's post above.

If the conference committee cannot come to agreement, it does not go anywhere, it is dead.

If the conference committee comes to agreement and sends the conference bill to the chambers, it is an up or down vote, no amendments so that stalling tactic is out. If both chambers vote for it, it goes to the Governor.

If one or the other chamber does not concur on the bill, they can send it back to the conference committee. If the conference committee cannot agree on how to change it (again), then the bill is dead. Also, the time element at this point will certainly kill it.

The only real hope is that the conference committee acts quickly, and the Speaker of the House and the President of the Senate squelch time-stallers in their respective chambers when the concurrence vote comes up, and the Governor signs the result.
