As the law is written now, any University can opt in. The only changes with campus carry is forcing public universities to set rules and giving private universities the option to opt out. I don't read SB11 to only allow full opt in or full opt out.

Students should be able to vet in if they so choose, then.
I failed to read where a student should be able to opt in to campus carry at a private university.

If no 30.06, then no force of law. However, if it's merely mentioned in a policy, you cab still be suspended, expelled, fired, etc.

Since half the off-limits area reference 46.03(a)(1):
(a) A person commits an offense if the person intentionally, knowingly, or recklessly possesses or goes with a firearm, illegal knife, club, or prohibited weapon listed in Section 46.05(a):
(1) on the physical premises of a school or educational institution, any grounds or building on which an activity sponsored by a school or educational institution is being conducted, or a passenger transportation vehicle of a school or educational institution, whether the school or educational institution is public or private, unless pursuant to written regulations or written authorization of the institution;
that means we can just rely on 46.03(a)(1)(B) effective August 01, 2016, right?! :tiphat:
(1) on the physical premises of a school or educational institution, any grounds or building on which an activity sponsored by a school or educational institution is being conducted, or a passenger transportation vehicle of a school or educational institution, whether the school or educational institution is public or private, unless:
(B) the person possesses or goes with a concealed handgun that the person is licensed to carry under Subchapter H, Chapter 411, Government Code, and no other weapon to which this section applies, on the premises of an institution of higher education or private or independent institution of higher education, on any grounds or building on which an activity sponsored by the institution is being conducted, or in a passenger transportation vehicle of the institution;
