In other words, the House needs to appoint conferees and then a conference committee must come to an agreement and then file the conference report. All the LE entities that opposed the amendment act like police couldn't conduct consensual stops. I mean, if a guy was really about to rob a place and the police officer just walks up and says "how ya doing?" and the guy turns and runs, RAS has been established. I really hope HB910 passes without the amendment because I wasn't planning on open carrying, but now I probably will just to record every encounter. Would I legally have to give it to him? Can I tell him no, that I have a CHL but don't wish to give it to him, that it's included in the 4th amendment? I know that the penal code says that I must produce my license if I am concealed carrying, just wondering how all this would go with OC.
