Toll exemption is only for TxDOT toll roads. For details, check:

For instance, the North Texas Tollway authority has very limited exemptions.

In Central Texas, I am not charged for SH130, but I am charged for tolled portions of US290 and US183.

Fees are waived for vehicles bearing disabled veteran plates, or license plates of Congressional Medal of Honor recipients, Pearl Harbor survivors, Purple Heart FY 2014 Schedule of Charges Effective 10-01-13 20 recipients, Legion of Valor Medal recipients, Legion of Merit Medal recipients, WWII Veteran, Defense Superior Service Medal, Military Specialty License Plates for Extraordinary Service, Bronze Star Medal, Bronze Star Medal with Valor, Air Medal, Air Medal with Valor recipients, Distinguished Service Medal recipients, Air Force Cross, Air Force Distinguished Service Cross recipients, Army Distinguished Service Cross recipients, Navy Cross recipients, Silver Star Medal recipients,
or former POW’s from Texas or any other state.
ABIA in Austin has similar provisions. Both of our vehicles have disabled veteran plates. I've parked free several times.

Just thought that was something cool because I never knew about it. Just a year ago I found out about the veteran tag on the drivers license. I guess I'm just really behind the times lol
