There is no such thing as a free lunch. So, either Walmart will raise local prices or Walmart will move outside of the reach of the City of Portland. It is just like raising the minimum wage to $15/hour. Businesses will either raise prices, replace labor with machines, move, or close. Portland passes Green New Deal. New $60 million carbon tax against large corporations (apparently a tax against Walmart) money will go to create green energy in neighborhoods of color. I think. Hard to tell.
