The reality is, tens of millions of people will still have these "high capacity" magazines, most of which will either be stockpiled and buried or sold and stolen, making it to the black market. The only ones without these magazines would be law-abiding citizens.
Magazines are simple devices as well. They could easily be made using a metal shop or a 3D printer.
