That is the right number. People have continually tried calling, and some have had luck reaching an actual person. I'm not sure if you'll be able to get someone's direct extension once you reach a person, but getting their direct email address seems to be the norm (if you get someone who will help. The person who processed my fingerprints told me the photo they took went with the fingerprints (so they know what the person looked like), but the CHL would use your DL photo.
