You're over thinking this. If you look at the listing of zip codes you will see that some zip codes are NOT for TX. I simply recognized some as being for my former state of residence. Because of their zip code.

How very odd it is to see how many zip codes have 1-2 CHL holders. And I was surprised to learn that there are only around 500 in my own zip code as the population is fairly high for this zip code, and yet is is half what it was in my last zip code which has approximately the same population. And was also surprised to see that there are several TX CHL holders in my former zip code from another state. Interesting stats!
