I'd be interested if there were any stats on criminals open carrying in Arizona (probably the most open carry-friendly state IMO), or failing that, any other state where unlicensed open carry is legal. IMO it would be more likely that the Texas Legislature would repeal the whole of PC 46.02 and allow unlicensed concealed carry before they would ever pass a law to allow unlicensed open carry.
