If a little Honda Civic needs two people to use the HOV lane, maybe Suburbans and Expeditions and Hummers should have at least three people.
Base it on person-miles/gallon:
Economy car - 30mpg, 1 person = 30 p-m/g
SUV - 15mpg, 2 people = 30 p-m/g
F350 - 10mpg, 2 people = 20 p-m/g

No reason the Accord should be kept out of the lane when the trucks get to use it.
my boss has a turbo diesel F350 and gets about 25 mpg on the highway. just cause there big does not mean they aren’t efficient.

I am going to throw down the bull pile flag on this one.

My F250 turbodiesel achieved 22 mpg once, usually 18-19. highway unloaded while maintaining 600 degF exhaust temp which is the 7.3 most efficient point.

I have a friend who has a 1-ton 4x4 with 7.3, a power chip and Banks power pack. If he keeps it at 55-60 he rolls out about 25-26, with an average on a 200 mile trip at about 23-24. He said the chip and exhaust really made a difference and gained him about 3-4 on the the highway.
Mine has ram-air, all synthetics in engine, tranny, rear, was chipped before PCU fried. The fried PCU took out the chip and 3 sensors (ouch). Only mod I don't have is big exhaust.

I can't drive 55 unless the speed limit says to.

Still love the 7.3. Mrs. Anygun wants to buy me a new one since my current one has the 6 spd handshaker and she does not like rowing gears.

They are really proud of those new trucks. Lots more than I forked out for my current superduty.
