If someone wants to buy an off the shelf, serialized stripped lower receiver and assemble it into a working firearm, they can legally sell that rifle as long as they are within all other applicable federal & state laws of course.
I suspect that we will learn that the seller was building and selling these rifles regularly without an FFL. I also suspect that we will learn that those sales were to parties he had good reason to think were prohibited persons. In other words, the seller was in the buissiness w/o a license.

Maybe not.He would have had to KNOWINGLY sell to a felon.
yes, and this is exactly why the private sale loophole needs to be closed. it's common sense, we cant have mentally deranged or autistic or retardeds out there buying assault rifles and shooting up the place!
Or, just maybe, the Feds should have investigated, arrested, and prosecuted the shooter when he tried to buy through a dealer and enforced existing law. That would have likely prevented the entire event.

Unfortunately they did post the shooters identity on their Facebook page and USA Today echoed it.

And now, even in death, the piece of human trash can encourage others to get their name added along side his.

Re: Reported: Active shooter in Odessa, TX

One of the local Midland/Odessa TV stations, News West 9, is a repeat offender when it comes to showing an anti-gun bias. I am banned from posting to their facebook page after pointing out that one of their "news stories" on 'gun safety' had been printed over three years earlier by and that the original story had been debunked as being paid for by the Joyce Foundation. I did commend them for correction the grammar and punctuation issues found in the original. I suspect they will use this to try and make a name for themselves and their staff on the national scene.

Re: Reported: Active shooter in Odessa, TX

Just heard over the scanner in Seminole at 5:08PM that all DPS troopers in the area are en route to Odessa and that the SO has been tasked to handle their duties (like auto crashes) in the county.
