Essentially this bill is similar, or identical, to SB17. If the bills are both are passed by their respective houses and are identical when passed then they can skip going to the other house for approval and go to the governor so that he can do his things.

That is an incredibly accurate description.
I would take credit for it, but I paraphrased it from an email I received from a podcast listener (who asked I not read their email on the podcast). This particular listener shares a lot of information from OCT's closed groups.
