I personally agree with you. According to several news German outlets it is not confirmed to be a terrorist attack at this point. There are indicators but the evidence is either not on hand or at least not published yet.

This is just another type of attack terrorists are using to strike fear into the hearts of the populace. It is the same technique used at OSU, and a way for them to say, "nothing you can do will stop us." The German Chancellor recently outlawed the wearing of Burkas in parts of Germany, to try to stem the tide of Islamic terrorism, not that what someone wears prevents attacks, but her policies up to now,(an election year) have been to let anyone and everyone immigrate to Germany, and the people are paying the price, while being systematically disarmed. This is just a way for the radical Jihadists to fight back, knowing no one will stop them. JMHO
