The $2.00 fee doesn't go to the state of Texas. The fees for paying online through texas.gov go to a third party administrator that manages the site.

At least citizens get a choice. For many of the fees that state agencies have to pay for permits and other licenses, there is no way around the fee...even if you pay by check or direct bank transfer (which most state agencies do). It's actually written into the law that the fee is recoverable even if the agency doesn't use the service.

This is a "sweetheart deal" for somebody. The system is set up so that whoever runs the site gets revenue regardless of who uses it.
