"Food deserts" are a real problem. Poorer neighborhoods do not have access to HEBs, or other regular grocery stores, because they are usually miles away with no mass transit available, and many of those folks do not have their own transportation. So, they have to resort to fast food, convenience stores and gas stations for basic groceries, and even if healthy foods are available, the prices are jacked up. It is a real problem for honest people who are struggling.

However, I do not think it is a problem the government should be trying to fix by mandating rules. Welfare programs never turn out very well.
