Sounds like the toll road authority needs to be beaten down a bit.
In Tyler, we have Loop 49 that is a toll loop. It is privately owned...by a company in Mexico. Yet the state is enforcing collection of tolls AND penalties.

My question is: if it is a privately owned road, should the troopers be writing tickets on it?
