I would say that the reporting process, being more streamlined every year, made for a higher reporting percentage that has increased as the reporting as the incidences themselves has decreased. This would make the reported decline a very conservative figure. Were the reporting processes utilized ten years ago to be used today, it would result in a higher decline rate than what is being published today.
