I'm not sure what you mean about decriminalization versus preemption of "rules and regulations." HB910 concurrence vote is thought to be mid week. Not yet scheduled
In the House, the 137th day is the last day to concur (unless a conference committee has been requested and then discharged). In the Senate, the 139th day is the last day to concur. As Charles said, those days aren't officially set aside for concurring, but concurrence votes and action on conference committee reports are basically all they're doing those days.

The concurrence vote won't be scheduled the way a vote on a bill is. The bill will become eligible 24 hours after the report was issued. If there is a technical error with the bill (e.g., referring to a statute by the wrong section number) or if it violates a constitutional rule (e.g., the single-subject rule), the Speaker could sustain a point of order. Corruption isn't nearly as prevalent as are baseless conspiracy theories about corruption. In this scenario, there is absolutely nothing to be gained by offering to pay off a legislator. Numerous legislators, including Trey Martinez Fischer--the master of points of order--are against this bill and will do everything in their power to stop it.
