TX DPS CHL & social security numbers

I was under the impression that as of January 1, 2014, it would be possible for a TX CHL applicant to not provide their social security number as part of the application process.

From TX DPS' website (https://txapps.texas.gov/txapp/txdps/chl/" onclick="window.open(this.href);return false;), I am unable to find any way to proceed without supplying a social security number: "Error: SSN is required"

Any ideas on what is happening, and why?

If renewing or applying for a concealed handgun license, this bill would not require an applicant to give their social security number to the Department of Public Safety. Passed.
