Give him the LTC 100 with the proficiency part X'ed out you can even write in the blank space to the right of the filled portion of the proficiency part of the LTC 100, "student will qualify or show proficiency qualification that will be accepted by State". Never give a LTC !00 with a portion not filled. Even if they get a different instructor to do the proficiency that instructor can provide a separate LTC100 to the student.
He is not exempt, he just chose to prove his proficiency in a different way that the State will make that decision to accept.
A few years ago, I had an LEO take the course with his wife and did not shoot. He called me two days later and asked if he could shoot with me because the paperwork and the hoops he had to jump through were not worth the time it would take to shoot 50 rounds with me.
