The exemption only applies to employees of qualified exemptions. The ISD can claim exemption through HR book or notice to all employees. I don't think parking lot posting would apply since it cannot apply to a anyone picking up or dropping off their children. Unless they are employed by ISD and have been given notice of claimed exemption.

I think that the ban on ISD employees on ISD parking lots must be in HR policy or written notice to all employees of ISD. At most it is a can cost your job because you have no protection under the parking lot bill.
To ban ISD employee handguns in private cars on ISD parking lots must be a conscious decision made by the ISD board, it does not apply till then. I am not an attorney and this is not legal advice.
