I don't know what, or if, I was thinking. Of course he can sell it to anyone he wishes UNLESS he is a dealer. If the seller does not know the buyer, a copy of the buyer's DL, Passport, Voter Registration, etc. might/could come in handy at a later date.
Been there, done that and have the T-shirt to prove it.
