46.035 is poorly written at best! I have yet to figure out why the author started out with a fairly black and white description of where you cannot carry....then for some reason throwing in exceptions....

Seems like there should be some bright, young, upstart intern working for a State Rep. that could work up a matrix table of where you can, can't, needs sign info that could replace all of the double-speak in the code and make all of the CHL training easier.

Just saying...
