First off, the DPS will never "notify you" of anything. You can track the status of your application online, but no one will be notifying you of anything. To answer your questions - no, you do not need to wait. Go get your fingerprints done and they will be automatically forwarded to DPS. DPS will receive your prints long before they ever start working on your packet.
