Not particularly. If one can pay a nanny, housekeeper, assistant, babysitter, etc then one could could hire a PPO for at least a period of time. Heck if you pay an uber driver to take you bar hopping with a little work you could set it up for a PPO to do the driving for only a little more money.

Since there are very few places you can't carry it seems a bit pointless to worry that bodyguards can do so. One thing that I can see as a difference is the liability insurance that all security companies have to have. Security also have restrictions that private citizens don't have.
