Legally, within 60 days, the DPS must issue the card or notify you why they can't issue and when they think they can make a determination on your application. The DPS rules state that the statutory 60 day period begins when they confirm a completed application, which is only after they have opened the package that has laid around for an average of 30-45 days from the time it was delivered. There also seems to be no first in, first out process in place.

My wife has her card already and the whole process took 5 weeks. I overnighted my package 2 days after she sent hers in and I am still waiting to see an acknowledgement that they even have the package!

Shame on DPS for such an inefficient process.
