I agree with v-rog that it is distinctly possible that veterans will not be willing to admit to any sort of psychological issues if they think its going to end up putting them on a gun-ban list, forces them to surrender their firearms, and has absolutely no recourse to prove otherwise if they are "reported" by a doctor. The military services already have a hard enough time convincing folks to go to mental health professionals and that it will not impact their military career.
