The intent of the bill is requiring those who have established domicile in Texas to obtain a Texas license if they choose to carry. If a student, worker or anyone else who is living in Texas temporarily for work or school they are not establishing residency here. As long as they continue to have a residence in their original state there is no problem.
All I'm reading here is how it may inconvienece a few people who aren't Texas residents. If you are a Texas resident please explain why it's so evil to obtain a Texas CHL.
As previously stated I'm not a fan of neededing a CHL to carry but I am a fan of my neighbor having to follow the same rules I do. Too follow the rules he must know the rules and the best way for him to know them in the instance is carrying the same license I do.
With that said, those who claim you can just turn in your out of state drivers license for a Texas license, you must still pass a test to show basic Texas motorist rules. Why should we not require the same for a CHL?

The flaw with the above argument is that the person chooses to move to Texas for his job. With that decision comes all of the hassles and inconveniences that is his responsibility to consider with this choice. I work with physicians and when a practice recruits a physician from out of state we have to get them Texas Malpractice insurance, Texas Medical license and Texas DPS registered before they can start work. This process takes months to complete. Does that seem very business friendly considering our current doctor shortage that will be getting worse with Obeymecare?

Though I fundamentally disagree with needing a license in order exercise my 2nd amendment right, I have no issue with requiring others who live in this state to carry the same license, pay the same fees and have the same training I have. To obtain a Texas CHL you must show knowledge of Texas laws. By virtue of the fact that you live in this state does not equal knowledge of the laws.
I have not read one argument that clearly states why requiring a Texas resident who chooses to hold a CHL not obtain a Texas CHL, versus a non-resident CHL from another state.
Personally if I have to give a state money, I would rather it be Texas.
