Make sure you give him ammo, too, because he won't be able to buy pistol ammo. He is good to go if you gift him the pistol. He can conceal it in his home and have it in his vehicle, as long as he is following all laws and staying out of gun free school zones, etc. (and I assume he is not living on a college campus.)
