I suspect it's a quasi English way of trying to say violence is the gun's fault because it didn't go through the background check system when it entered the gangbangers' hands. The gangbangers themselves, of course, are just innocent victims.
I find it pretty scary (and somewhat impressive) that you were able to interpret what she said!
