That Mr. Martinez is able to "taunt" the opposition with impossibilities under Texas law says more about the opposition than it does about Mr. Martinez.
"Attempting" to taunt, I guess would be a better description(?)

Acevedo is the biggest two-faced bureaucrat serving in any police chief's role. He'll be a guest on a patriot radio show telling how he has no designs on draconian gun control laws and is for the "common man" to be as well armed as the authorities, then he'll have his little lapdog city councilboy Mike Martinez get up in front of a gun control rally and taunt the opposition by promising registration and bans for the city of Austin.
