And the provision seems to conflict with the no sale or transfer provision at the top:

I thought the original plan was for background checks on private sale or transfer of ALL firearms, not just grandfathered "assault weapons.

I have a theory that they know full well none of this legislation will pass, but they are gambling that the public sentiment supports their ideas for gun bans and when they fail they can tell the public "See, we tried our best but the evil child killing Republicans blocked it!"

They are arming Islamist radicals in Egypt, Syria, and Libya and disarming lawful gun owners in the U.S. This cannot be allowed to stand.
