Technically, it's the same as a non-CHL carrying. I'm not sure if a DA outside Travis County would prosecute someone who lost their wallet or left it at home, but the law only gives the 46.15 exception if you're a card carrying CHL.BaleKlocoon wrote:Next question, what is the penalty if a legal CHL holder is caught carrying without his physical license? You're right. Address changes didn't and still don't require returning your old card. When you move and get an updated CHL, for example, the old CHL (if unexpired), must be returned to DPS.
ETA: just looked at GC 411.181 Notice of Change of Address or Name - nothing about returning the original license.
If you had a NSA license, and changed it to a SA you had to send the NSA back in. I was confused about that and got some clarification from DPS on that last year.
Like george suggested, a reciprocal license is the way to go if you want a backup permission slip.
