Seems like requiring reading skill to be able to vote. Now you need to have writing skills as well. Couldn't some "disadvantaged minority" claim discrimination? This seems to me to be the most ridiculous part of the process, (not that it isn't full of overreach) I would think that this would open up a black market, for the more proficient writers, to sell essays which had gotten approval. Sort of like term papers for students do now.
