I agree with Mr. Cotton and others on this one. But the poster asked a simple question, who does he complain to because the hotel is in violation (possibly- we don't know for sure) of the law. The issue is not should he complain but to whom if he so wishes ( and I hope he doesn't). We know that the business will complain to the police if the poster is carrying past a 30.06 sign. Again, I don't know the value of complaining here but where would such a claim go. I agree though that when we do a good job of telling business how to properly do a 30.06 we are hurting ourselves.
