I don't believe that there is a hard cut off for how young a child can be to learn safe firearms handling. As long as they are physically capable, mentally adept enough to understand and receive training, and properly supervised, then I believe it is the parent's prerogative. My Dad bought be a .22 Cooey single shot rifle for me when I was six for $7 at a farm auction. By the time I was ten or so, he would allow me to shoot on the farm on my own but I always had to tell him where I would be and what I would be shooting at before he would allow me to go out. He had been a Royal Canadian Army small arms instructor during WWII and he taught me properly.

I saw the episode posted on the net and thought there was some good support for the right of the parent to decide.
