Also from the agreement between Utah and Texas:Texas has signed reciprocal agreements with Florida and Tennessee, allowing citizens with concealed handgun licenses issued by Florida or Tennessee to legally carry concealed handguns in Texas, and vice versa.
Col. Thomas A. Davis Jr., director of the Texas Department of Public Safety, signed the reciprocity agreements with the State of Florida and the State of Tennessee through which their licensees can visit Texas with their concealed handguns.
Both of these indicate that the State of Texas does not care where the handgun license is from as long as the state has one or two-way reciprocity with Texas. All the really care about is the background check, which is more or less the same with all of these states.WHEREAS, the State of Texas is authorized to recognize the validity of a nonresident concealed handgun license if the Texas Attorney General determines that a background check of each applicant for a license issued by the other state is conducted by state or local authorities, or agent thereof, before the license is issued to determine the applicants' eligibility to possess a firearm under the Federal Gun Control Act...
I've never seen any sort of law that kept Texas residents from getting out-of-state permits and if there was, I should have heard about it by now.
