A copy of your DD214 is all you need to get it added to your DL. It doesn't even have to be certified. I don't want to speak for anyone else, but I think what they are saying is in case you lose YOUR DD214, then you can always get certified copies from the county if you did what they were suggesting instead of having to request through the Federal government.

I was HIGHLY encouraged to do this during my transition briefing when I got out in 1991. I'm glad I followed that advice.
