Thanks, TheTexan, for posting the actual wording of the law. I did not look at it closely enough before and your post made me think of the other thread on what can be on the sign. In this case, the question is about added pictures but in that case, the question was about added wording. I think the answer is clear from the plain wording of the law.

The law says the sign must "include" wording as specified. To me, the word include implies that there are other possible words or graphics on the sign. If it was to be the exact wording only, it would say "reading" or something similar. This makes it clear to me that the answer is that this is a valid sign.
