I noticed that there are no HJRs mentioned in the list of bills. Most of them are matched by enabling legislation so this is not a problem, but I don't ant anyone to miss this resolution. It is a proposal for a constitutional amendment on our right to bear arms in Texas and it takes away the phrase authorizing the legislature to regulate it.

I would like to see it added to the tracking, if possible. I do not know what the legal process is for resolutions like this to make it to the ballot, so some explanation of how it differs from a bill might also help. I think it does not take a governor's signature, but I am not positive about even that.

Assuming it passes and is voted in, what are the ramifications of this? I could see where courts could say it makes no difference and could almost strike down all gun laws in Texas. I doubt the second is probable, which means I think it is unlikely to make a significant difference in anything.
