Yep, your information is old. There have been several changes to the Transportation Code section (521.126) that expand who can do it. One of the problems with checking the AG opinion database is that it has all of the opinions there. They are not all applicable due to legislative changes. For example, I noticed the one on the page referenced that said red light cameras were illegal. The law was changed so cities can enforce traffic laws by civil action and there will need to be a new opinion on this subject (I still think this opinion is correct, but I am not an attorney).
